Most organizations already have project reporting. Few have a function accountable for whether the transformation portfolio still makes sense against the strategy that justified it.
A Transformation Management Office owns prioritization, investment sequencing, benefits definition and the escalation of decisions that individual programs cannot resolve. It answers to the executive team, not to a delivery function.
Practically, the shift requires three things: a portfolio view expressed in business value rather than milestones, decision rights that allow initiatives to be stopped, and metrics that survive contact with finance.
Without those, a TMO is a renamed PMO with better slides.
